Gilbert was the former long-time Director of the Legal Branch of the Ontario Ministry of Health and Long-Term Care. Through his involvement with the Ministry of Health and associated work with numerous ministries and agencies of the Ontario government as well as federal departments, Gilbert has been involved continuously with important legal issues and policy matters affecting health care, including the development of legislation and policies to improve the health care system and to promote ongoing and effective exchange of information related to new initiatives. Since leaving the Ontario government, Gilbert has continued to work on numerous health law and policy matters, both in the private and public sectors. Gilbert also holds several professorships across the province, including the University of Toronto Faculty of Law.

Profile of Simmie PalterSimmie Palter, B.A., LL.B, Deputy Editor-in Chief

Simmie is a Parnter at Dykeman & O’Brien LLP and a member of the Ontario Bar Association. Simmie advises health sector organizations about professional regulation, contracts and commercial agreements, practice arrangements, public policy, privacy & health information, and risk management. Simmie has been in private practice since 2007 and before that was legal counsel to the Ministry of Health and Long-Term Care. Simmie is a native Torontonian and a graduate of Osgoode Hall Law School & McGill University.

Rosario G. CartagenaRosario G. Cartagena, BSc., M.Sc., J.D., Past Deputy Editor-in-Chief

Rosario is the Chief Privacy and Legal Officer at ICES. In her role, Rosario provides strategic privacy advice to the organization and assists on legal issues. Previously, Rosario was a Senior Associate in the Health Law Group at Fasken Martineau DuMoulin LLP where she provided advice on a variety of health law matters, including corporate governance, public policy, risk management, privacy, health regulatory compliance, and health research. She has also worked in the privacy and legal group at Cancer Care Ontario.

Prior to attending law school, Rosario completed a Master in Science, Public Health Sciences in population health.

Pamela Seto, J.D., M.S.W, Secretary

Pamela is Corporate Counsel at Dykeman & O’Brien LLP. She has a broad corporate practice advising clients in the health care sector on corporate governance and compliance, risk management, privacy, and procurement. Prior to her law career, she received her Master of Social Work from the University of Toronto and was a practicing social worker, specializing in health and mental health, in the hospital and community.

Maya Kotob, Managing Editor, Publisher and Author Liaison

Maya Kotob studied at University of Manchester, UK, where she completed her Law Degree and her Masters in Healthcare Law and Ethics, with a focus on Mental Health Law. Since then, she articled at Anita Szigeti Advocates, a fast paced high-volume mental health litigation practice where counsel are in Court or before a tribunal every day. In addition to the day-to-day litigation matters, Maya assisted in preparing for lengthy and complex Coroner’s Inquests and appeal files. Maya was called to the Bar in Ontario in 2018 and is currently an associate at Anita Szigeti Advocates. She appears regularly before the Consent and Capacity Board (CCB) and Ontario Review Board (ORB), and also argues appeals to the Superior Court of Justice from the CCB. Maya has a passion for teaching – she has taught families of individuals with mental health issues how to navigate the mental health system in Ontario, and also had the privilege of teaching ‘culturally competent adjudication’ to tribunal adjudicators.

Jesstina McFadden, Managing Editor, Author and Publisher Liaison

Jesstina is health regulatory and privacy lawyer with more than 15 years’ experience providing legal, risk management, strategic and policy advice to private and public health industry clients, including health care organizations, health service providers, health professionals and regulatory bodies.    Jesstina is currently the Director of Privacy & Information Access at Sinai Health System in Toronto, Ontario.

An effective communicator, Jesstina has written and spoken extensively on issues relevant to the health and social service industry, including co-authoring the third edition of a book entitled “Essential Law for Social Work Practice in Canada”, which has been adopted by several Canadian post secondary institutions.

Sana’s civil litigation practice includes class actions, commercial litigation, professional liability, and constitutional matters. Sana acted as class counsel on the LGBT Purge Class action, which secured a $145 million settlement from the federal government; the largest LGBTQ settlement anywhere in the world. Sana is also currently class counsel to uniformed female officers of the Waterloo Regional Police Service, alleging systemic gender-based discrimination, sexual harassment and assault. She is passionate about human rights and advocating for the marginalized.

Prior to completing her articles at Cambridge LLP, Sana worked at the World Bank’s International Center for Settlement of Investment Disputes. Sana completed her JD at the University of Ottawa, and her Bachelor’s degree in Psychology at the University of Toronto. She currently serves as a managing editor of Health Law in Canada.

Sara is a graduate of the University of Toronto Faculty of Law where she was also a Junior Fellow at Massey College. She began her career in the area of professional regulation and has since expanded her practice to include health law and policy, privacy law, and corporate law.

Adina is an Associate at Aviva Trial Lawyers where she litigates a variety of insurance defence matters. Prior to completing law school at the University of Windsor, Adina completed an honours Bachelor of Arts at McMaster University in Health Studies.

Ellen is an Associate at Dykeman & O’Brien LLP, and a 2020 call. She completed her articles at the Legal Services Branch of the Ontario Ministry of Health and Long-Term Care. She is a graduate of Windsor Law, and completed her Bachelor of Health Sciences degree at Western University. In her free time, Ellen loves to explore the great outdoors in a pair of hiking boots or a sturdy kayak.

Diana Saturno is a recent call to the bar with a passion for health law. Prior to articling at a full service Bay Street firm, Diana gained an interest in health law while working at a medical clinic and pharmacy. Her interests include traveling, reading, and cooking.
